"I was not trying to kill my son. We were playing in the shallows," Sloane Briles told KTLA-TV on Tuesday. "I discussed it with him. We'd jump in together and just thought it would be funny, ha ha."

Two of 85 people who were on the Sunday afternoon tour saw things differently. In 911 tapes released Tuesday, the passengers expressed shock and disgust after seeing Briles toss the boy into the water.

"I'm on a boat tour called the Queen and there's a man who just threw his son overboard," a woman told an Orange County sheriff's dispatcher.

"This man has been bad on our whole trip and he's swimming back to our boat now," she said.

Sheriff's spokesman Jim Amormino said Briles, 35, was on the tour with his girlfriend and two sons from a previous marriage. Amormino said they got into an argument and Briles threatened to toss the boy into the water if he didn't stop crying.

Staff members on the 42-foot boat said Briles told the boy he needed to toughen up then threw him into the water five feet below, said Charlie Maas, who oversees the tour company.

Someone on the boat threw the boy a life ring, and he was safely rescued, uninjured, by another boater. The father also jumped in to save him before swimming back to the tour boat.

Another 911 caller said she thought Briles was "drunk and violent."

Briles was taken into custody for child endangerment and resisting arrest. He denied witnesses' accounts that the boy was crying and said he had never hit his son.

His girlfriend told the New York Daily News that he was only "roughhousing" with his son as he often does and regretted his "stupid" judgment.

"His sons are his whole life," Jennifer Burrelli told the newspaper. "He would never ever do anything to hurt them on purpose. He knows now it could have gone badly. He doesn't even care about the arrest or his own name. He knows it was stupid."

She also said she and Briles were not arguing before the incident.

Both the boy and his brother were returned to the care of their mother. The couple was married in 2002 and separated in 2006 after having two children. They divorced in 2007.

Family court filings showed Briles lost his job in the mortgage industry in 2007 and got another job, but was injured and drew worker's compensation. He successfully petitioned to get his child support obligation reduced and tried for a second reduction, which his ex-wife, Christin, opposed.

"If he truly wanted to support his boys he would find a job," she wrote in the filing. She also wrote that Briles sees the boys only on his weekends and rarely calls them during his off weeks.

Briles pleaded guilty in in February 2009 to being in contempt for not paying child support and was sentenced to three years of probation, according to court records. Briles also pleaded guilty in 2011 to public intoxication.

ALGIERS (Reuters) ? Algerian Foreign Minister Mourad Medelci has held talks with a top Libyan rebel official, the highest-level contact in months of fraught relations between Libya's new leadership and their Algerian neighbours.

Algeria is the only one of Libya's North African neighbours which has yet to recognize the National Transitional Council, Libya's de facto government after the overthrow of Muammar Gaddafi.

Medelci met Mahmoud Jibril, the head of the NTC's rebel executive committee, on the sidelines of an Arab League meeting in Cairo, Algeria's state APS agency said on Monday.

It quoted Algerian Foreign Ministry spokesman Amar Belani as saying the meeting had been initiated by Jibril.

Libyan rebel officials have previously accused Algeria of backing Gaddafi, an allegation Algeria has denied.

A government source in Algeria had told Reuters last week that it would not yet grant recognition to the NTC, and that it wanted to be certain that Libya's rulers were engaged in fighting al Qaeda's North African wing.

Algeria's Foreign Ministry denied on Friday that it was linking its recognition of the NTC to a commitment from the council to crack down on Islamist militants.

WILMINGTON, North Carolina (Reuters) ? Hurricane Irene closed in on the east coast on Friday, lashing North Carolina with ferocious winds and triggering emergency steps including unprecedented evacuations and transit shutdowns in New York.

"Tonight's the hard night. We're just waiting for it to hit," North Carolina Governor Bev Perdue told CNN.

Washington, D.C. and states from the Carolinas through Maine declared emergencies due to Irene, a nearly 600 mile-wide hurricane that put 55 million Americans on alert and threatened to cause billions of dollars in damage.

"The core of the hurricane will approach the coast of North Carolina tonight and pass near or over the North Carolina coast Saturday morning," the U.S. National Hurricane Center said in an advisory on Friday night.

President Barack Obama said the impact of the unusually large storm could be "extremely dangerous and costly" for a nation that still recalls the destruction of Hurricane Katrina in 2005.

"All indications point to this being a historic hurricane," Obama said.

At 11 p.m. EDT, Irene's center was 140 miles south of Cape Lookout, North Carolina, and churning north-northeast at 13 miles per hour.

Hundreds of thousands of residents and vacationers were evacuating from Irene's path.

A quarter of a million New Yorkers were ordered to leave homes in low-lying areas, including the financial district surrounding Wall Street in Manhattan, as authorities prepared for a dangerous storm surge and flooding on Sunday in the city and farther east on Long Island.

Some New York hospitals in flood-prone areas were evacuating patients and the mass transit system, which carries 8.5 million people on weekdays, was due to start shutting down around noon on Saturday.

"We've never done a mandatory evacuation before and we wouldn't be doing it now if we didn't think this storm had the potential to be very serious," Mayor Michael Bloomberg told a news conference.

GETTING READY

As authorities prepared for a potential major disaster on the densely populated east coast, airlines canceled about 7,000 flights and moved planes out of Irene's path.

All three major New York area airports were to close to incoming flights at noon on Saturday, the Port Authority of New York and New Jersey said.

Officials were taking every precaution with Irene because they remember all too well how Katrina swamped New Orleans, killing up to 1,800 people and causing $80 billion in damage.

Defense Secretary Leon Panetta said the military stood ready to aid in the response to Irene, with more than 100,000 National Guard forces available if needed in eastern states.

People in coastal communities stocked up on food and water and tried to secure homes, vehicles and boats. Cities, ports, hospitals, oil refineries and nuclear plants activated emergency plans.

The earliest edges of Irene toppled trees, caused localized flooding and knocked out power to 7,600 residents of Wilmington, North Carolina by Friday night.

People in a shelter at a local school said they feared the storm's impact but were reluctant to evacuate entirely.

"We were going to go to Charlotte but we were told we might not be able to get back if there was a lot of damage," said Chastity May, 34, as she watched over her 4-year-old son.

Some were looking to capitalize on the approaching storm.

Greg Bayly, 52, and Scott Olden, 24, were selling generators out of a rented cargo truck along a busy Wilmington street that leads out to nearby beaches. Bayly said the pair could process credit cards to complete purchases, despite the rapidly deteriorating weather conditions.

Federal and state leaders, from Obama downward, urged the millions of Americans in the hurricane's path to prepare and to heed evacuation orders if they received them.

HUGE WIND FIELD

Irene weakened early on Friday to a Category 2 hurricane from a 3 on the five-step Saffir-Simpson scale but it was still carrying winds of up to 100 mph.

It is expected to remain a hurricane as it sweeps up the coast over the weekend. The Miami-based hurricane center said Irene could dip below hurricane strength before reaching New England but its impact would not vary much.

Irene, the first hurricane of the 2011 Atlantic season, already caused as much as $1.1 billion in insured losses in the Caribbean this week, catastrophe modeling company AIR Worldwide said, with more losses expected to come.

The hurricane center said hurricane force winds extended outward up to 90 miles from Irene's center, while tropical storm force winds extended out up to 290 miles, giving the storm a vast wind field width of nearly 600 miles.

"Tropical storm force winds are expected to begin along the mid-Atlantic coast Saturday morning with hurricane conditions expected by Saturday afternoon," the NHC said in its final advisory Friday night.

"Tropical storm conditions are expected to reach southern New England Saturday night with hurricane conditions expected on Sunday," it said

Wall Street firms scrambled to raise cash into early next week in case Irene caused major disruption in trading.

Traders were "watching that big white swirl" on their television sets, said Guy LeBas, chief fixed income strategist at Janney Montgomery Scott in Philadelphia.

Northeast oil, natural gas and power facilities also made preparations.

Brent crude oil futures rose in choppy trading on Friday as the storm approached and traders weighed comments by Federal Reserve Chairman Ben Bernanke on the economy.

Benedict Willis III, director of floor operations for investment banking boutique Sunrise Securities, said the New York Stock Exchange had a responsibility to open on Monday after the storm passes because millions of investors will be relying on it for stock prices.

"But if the waters rise this high," he said, gesturing at the buzzing trading floor, "then it's a bigger problem than I can handle. My name's not Noah."

Irene will be the first hurricane to hit the U.S. mainland since Ike pounded Texas in 2008.

In Washington, Irene forced the postponement of Sunday's dedication ceremony for the new memorial honoring civil rights leader Martin Luther King Jr. Tens of thousands of people, including Obama, had been expected to attend.

Flooding from Irene killed at least one person in Puerto Rico and two in Dominican Republic. The storm knocked out power in the Bahamian capital, Nassau, and blocked roads with trees.

MOSCOW ? North Korean leader Kim Jong Il says his country is ready to impose a nuclear test and production moratorium if international talks on its atomic program resume, in Pyongyang's latest effort to restart long-stalled, aid-for-disarmament talks.

It remains to be seen, however, whether Kim's reported gesture at a summit Wednesday with Russian President Dmitry Medvedev will satisfy the most skeptical of the five other nations at talks meant to end the North's nuclear weapons ambitions ? the United States, South Korea and Japan.

U.S. State Department spokeswoman Victoria Nuland said Wednesday that Kim Jong Il's reported offer to refrain from nuclear and missile tests was "a welcome first step" but not enough to restart six-party disarmament talks.

Kim, at the summit in eastern Siberia, reportedly made no mention of an issue that lies at the heart of negotiators' worries: North Korea's recently revealed uranium enrichment program.

Medvedev spokeswoman Natalya Timakova was quoted by the ITAR-Tass news agency as saying that Kim expressed readiness to return to the nuclear talks without preconditions, and, "in the course of the talks, North Korea will be ready to resolve the question of imposing a moratorium on tests and production of nuclear missile weapons."

Nuland said that North Korea's disclosure of a uranium enrichment facility last November "remains a matter of serious concern" that violates U.N. resolutions and commitments Pyongyang had made on denuclearization in 2005.

"We will not go back to six-party talks until North Koreans are prepared to meet all of the commitments that we've all laid out," Nuland told a news conference in Washington.

The North promised to freeze its long-range missile tests in 1999, but has since routinely tested short-range missiles and launched a long-range rocket in April 2009. It has also conducted two nuclear tests, most recently in 2009, and last year it shelled a South Korean front-line island, killing four, and allegedly torpedoed a South Korean warship, killing 46.

Kim and Medvedev met at the hotel of a military garrison near the city of Ulan-Ude in Buryatia, a predominantly Buddhist province near Lake Baikal. It is Kim's first trip to Russia since 2002, and it follows a marked easing in tensions between North and South Korea.

Nuclear envoys from the Koreas met last month on the sidelines of a regional security summit for what were described as cordial talks. A senior North Korean official then traveled to New York for talks with his U.S. counterparts.

The North has repeatedly said it wants the so-called six-party nuclear talks to resume. Washington and Seoul, however, have been wary, calling first for an improvement in the abysmal ties between the Koreas and for a sincere sign from the North that it will abide by past commitments it has made in previous rounds of the nuclear talks.

South Korea's Yonhap News Agency said in an editorial that many had hoped the summit would signal change for the tense Korean peninsula, but the results instead seemed a "'storm in a teacup,' lacking any new content."

"The communist country has a track record of alternately using provocations and dialogue with South Korea, the United States and other regional powers to try to wrest concessions before backtracking on agreements and quitting the nuclear talks," the editorial said of the North.

Yonhap quoted an unnamed South Korean official as saying the results fell short of the expectations of South Korea, the United States and Japan. The official raised the need for the North to address its uranium enrichment program.

The six-sided nuclear talks involving North Korea and the United States, China, Japan, Russia and South Korea have been stalled since December 2008. But faced with deepening sanctions and economic trouble, North Korea has pushed to restart them.

Yang Moo-jin, a professor at the University of North Korean Studies in Seoul, hailed the North's willingness to freeze its missile and nuclear tests, but noted there was no clear mention of the North's uranium enrichment program, which can also make nuclear weapons.

"The North already has weaponized plutonium, and enriched uranium is something that can be proliferated in an easier manner," Yang said.

On another subject, Medvedev said Russia and North Korea moved forward on a proposal to ship natural gas to South Korea through a pipeline across North Korea.

North Korea had long been reluctant to help its powerful archenemy increase its gas supply, but recently has shown interest in the project. The South wants Russian energy but is wary of North Korean influence over its energy supply.

Medvedev, in televised comments, said the two countries will create a commission on "bilateral cooperation on gas transit."

He said two-thirds of the 700-mile (1,100-kilometer) pipeline would traverse North Korea to stream up to 10 billion cubic meters of gas a year to the South. Russia's state-controlled gas monopoly, Gazprom, said the pipeline is likely to carry gas from the giant offshore fields near the Pacific island of Sakhalin.

The two leaders also discussed restructuring North Korea's Soviet-era debt to Russia, said a Kremlin official, speaking on condition of anonymity. That debt totals about $11 billion, according to a top Russian official.

The North's launching of a long-range rocket in April 2009 drew widespread international sanctions and condemnation, and an angry North Korea retaliated by pulling out of the six-party nuclear talks.

North Korea is believed to have enough weaponized plutonium for at least six atomic bombs and last November it revealed a uranium enrichment program. North Korea has carried out two nuclear tests, in 2006 and 2009, and is believed to be working toward mounting a bomb on a long-range missile.

In March, Russian Deputy Foreign Minister Alexei Borodavkin traveled to Pyongyang and urged North Korean officials to impose a moratorium on nuclear and ballistic missile tests and to allow international monitors back into its main nuclear complex near the capital.

Kim was expected to return to North Korea following his meeting with Medvedev.

The itinerary for Kim's visit has been largely kept secret due to security worries. Some photos of Kim emerged during his visit Sunday to a Russian hydroelectric plant ? whose power lines might be extended to North Korea ? but heavy police cordons have kept the media and onlookers in Ulan-Ude away from the train station.

Kim also reportedly visited a major aircraft factory that produces the Sukhoi attack planes and the town of Skovorodino, the starting point for an oil pipeline that links eastern Siberian oil fields to China.

At their summit, Medvedev greeted Kim, who stepped out of an armored Mercedes limousine saying he was "having a fun trip." Kim, however, looked frail as he limped to a chair in a meeting hall ? a possible consequence of a stroke he reportedly had in 2008.

BEIRUT (Reuters) ? Syrian armored vehicles swept into the coastal city of Latakia on Saturday and gunfire was heard after protests against President Bashar al-Assad, an activist group said.

The British-based Syrian Observatory for Human Rights said around 20 tanks and armored personnel carriers deployed near the Ramle district of the Mediterranean city, where 10,000 people had demonstrated on Friday.

"Heavy gunfire could be heard from 10.30 am until midday (3:30 a.m. to 5 a.m. EDT)," the group's head Rami Abdel Rahman said, adding that large numbers of people were fleeing the area.

He also reported that soldiers backed by loyalist gunmen, known as shabbiha, raided villages close to the northern town of Qusair near the Lebanon border, carrying out arrests.

Eleven people were killed by security forces in Qusayr on Thursday, activists said.

Syrian authorities have barred most independent media, making it difficult to verify events on the ground in the unrest, among a series of popular revolts against repressive power elites across the Arab world this year.

Activists say at least 1,700 civilians have been killed by Syrian security forces in five months of protests. Authorities say 500 soldiers and police have been killed by armed groups who they blame for the violence.

Lack of commitment is often the reason we give for a failed relationships. One partner normally carries the blame for this, but the truth is that both partners will be responsible. Commitment is one of the least understood aspects of romantic partnerships because we often lack the emotional awareness to understand why it can be difficult to achieve in a long-term relationship. Commitment is really about our willingness to heal our own insecurities.

When we do not feel committed to somebody we are afraid that we will not be able to love them for ever. We may well have fallen in love and been convinced of our commitment in the early stages of the relationship, but as time progresses the doubt sets in. We may also fear that our commitment to one person will mean that we will lose something we feel is vital to our happiness such as freedom, autonomy or sex. We may feel trapped in a relationship, with feelings of claustrophobia and lack of control. There will be a strong temptation to end the relationship and see if there is somebody who will make us happier.

Deep down, our fear of commitment comes from a feeling that we are not good enough and that nobody, including us, deserves or can achieve continuous loving attention. Our lack of self-esteem is projected out into our relationship. We do not really have faith in the power of love to solve problems and maintain our relationship through the inevitable ups and downs. This lack of self-belief usually originates when we are very young and is then accentuated during the challenges of adult life. In looking for a partner we are trying to find somebody who will heal our insecurities and make us feel happy. Unfortunately nobody can do this for us and if we are unwilling to work on our own issues we will tend to search for the rest of our life for the ?perfect? partner. Of course, these people do not exist.

The Way Through Commitment Issues

Commitment in a relationship means that we believe wholeheartedly in the power of love and our ability to work to heal any issues with our partner which create problems and increase the emotional distance. Commitment is therefore about a willingness and determination to communicate about our feelings and work with our partner to heal our insecurities. Anybody can commit in the good times, but it takes courage to maintain it through the more difficult phases of a relationship.

We must change our mindset from the assumption that our lack of commitment is due to deficiencies in our partner. Any judgments that we have about our partner are really projections of our own self-judgment. This is why our ability to commit comes from our ability to find self-love. As we learn to drop our own self-judgment and build self-esteem, we will feel more love for our partner and then we will then find it easier to commit.

Perversely the solution to a lack of commitment is to commit! As you do so, your doubt will disappear and you will reveal the truth of the relationship. With commitment a relationship becomes deeper and more intense, making up for the perceived loss of breadth that you believed was the price for commitment. Commitment is a recognition of our state of connectedness to another person and is built on our intention to remove any issues that prevent a realization of this. As we commit, we see more and more beauty in our partner and our mutual love carries the relationship forward in a sustained and loving bond.

True rocket

Rocket has become an immensely popular salad ingredient in recent years. Also known as arugula, it is has a delicious slightly peppery taste that is guaranteed to add that little bit of extra zing to any salad or sandwich.

Rocket, like Asian greens, belong to the brassica family, and as such is an edible annual plant. It grows in clusters producing round-edged dandelion-looking leaves that are dark green and smooth. The leaves can be harvested on an ongoing basis and will continue to thicken and grow, provided the plants are well watered.

Rocket is easy to grow from seed, ideally in cool conditions. In the heat of summer it will tend to shoot and go to seed. The central stem will then produce buds that open to form little white, nondescript flowers. The secret is to chop off the stems before the buds actually flower - unless of course you want to collect some seed or encourage some of the plants to self seed.

Different types of Rocket

Wild rocket - commonly called perennial wall-rocket but botanically part of the Diplotaxis tenuifolia species - is, not from the same family as the rocket we generally use for salads. It is native to both Europe and Western Asia and is in fact a member of the mustard family. Although it is also used in salads, it is considered in Europe to be a "common weed".

Funnily though, the famous 19th century English physician, Nicholas Culpeper, who produced his famous Complete Herbal in 1826, identifies no less than nine different types of rocket! He also separates wall rocket and wild rocket. The different types he identifies are:

Rocket cress, which looks like a hedge-mustard and so is probably not a true rocket. It also has small yellow, rather than white flowers and grows during the English summer.
Annual rocket cress, another plant that produces yellow flowers, is a smaller type of "cress" and is probably also related to the mustard family. He recommends the juice of this type for the treatment of asthma, as well as for coughs and colds.
Dwarf rocket cress, an uncommon low-growing plant he spotted on Putney and Barnes Common. Leaves are pale green and flowers white. He recommends it as an addition to spring salads and for "bread and butter" (in other words sandwiches - try adding some tomato for colour and additional taste). ?He also says it is a "cure" for urinary diseases.
Garden rocket, which has yellow-white coloured flowers and leaves with dark-purple veins. Similar, he says to hedge-mustard, this is whatpeople would grow in their gardens. Flowering in late summer, he recommended it for coughs, asthma and various diseases of the lungs.
Large-flowered rocket, which has bigger flowers than usual and lots of stalks which are pale green in colour. Leaves are pinnate and grow in an irregular manner up the stalk. This doesn't seem to be related to the rocket we grow today since the seeds are formed in long pointed pods.
Purple sea rocket, which while useful for curing a variety of ailments from jaundice to dropsy, "asthmas" and both stomach and lung problems, he says tastes hot and bitter and has a "disagreeable" smell.
Wall rocket, that often grows up old walls and also in rubbish in Anglesea and on Cumberland's Walney Island. Other descriptions are similar to that of the large-flowered rocket, including the pod.
Wild rocket, which has long narrow leaves with "cuts and jags" on both sides and is a "sad green colour". Warning people not to use this type of rocket unless they know what they are doing, Culpeper does say it has some amazing abilities. It is, he says, very hot and bitter in taste.
Winter rocket, or winter cress, is another yellow-flowering plant, and one that self sows itself. It is said to be good for scurvy and for internal cleansing.

While it isn't easy to see which of these matches the rocket we love to eat today, it just goes to show that "rocket" as a plant has been around in a variety of forms for a very long time.
